I don't understand why men would lie about it. If "he" gets to have sex with "her" it's gonna be obvious to both that there was a lie. It's not just about how you use it, it's also about how you use so many other things (eye contact, hands, tongue, mind, toys and the list could go on). One lady I was with many years ago told me that she made a mental note of how big I was in comparison to her hand and measured later. To be very honest men tend to lie about cock size. Not all but most do. If you believe everyone on here then a cock average is 9in The reality is most European males are around 6 in.
