 I definitely will say Belgium. This small bilingual country is famous for the quality of chocolate, and I especially love chocolate from Godiva Chocolatier, which has been running strong since 1926 (with the exception of World War II, when Belgium was occupied by Germany). The Godiva chocolate is not only delicious, but also very smooth in texture. Belgium also has many family-run stores that make their own chocolate, each from unique recipe that has been passed down for generations. If you have sweet tooth or if you love chocolate, go nowhere except Belgium. You won't be disappointed by the quality of chocolate.
