It will definitely be Hong Kong, my birthplace! While London is the first city in the world to have double-decker buses, the people of Hong Kong do love double-decker buses with greater enthusiasm than Londoners, Singaporeans, or even Berliners. In fact, Hong Kong is a small city with 7 million people living in the large peninsula bordering Shenzhen to the north as well as Hong Kong Island, Lantau Island, and dozens of other islands. Most people live in Hong Kong Island, Kowloon area, and parts of New Territories, so there is a need for double-decker buses, which enable people to move around Hong Kong in large number and with ease. So if you arrive in Hong Kong as tourists and you have only been to trains, rapid transit railways or other commuter railways (like subway/metro rail/underground rail), you should start spend some time riding the double-decker buses. The double-decker buses in Hong Kong are so much better than the ones in London or Berlin, plus you can see the streets of Hong Kong very easily as you ride along. I'm sure you'll love them once you enjoy them.
