I would say that at most there are two who are flashing, and even these are set up with little risk. Our minds fill in all the risk because we get the peek, but flashing has to be quick and less completely seen if it isn't staged. Difficult to get on camera. The women shopping nude must simply be somewhere that is acceptable. Pan the camera and there are probably others–male and female–shopping au natural as well. That said, I'd like to be shopping there!
